Pasco County Roofing Permits

A Pasco County roofing permit is issued by whichever building department has jurisdiction over that lot — not automatically “the county.” This page covers that split and the county process. For when a reroof needs a permit under the Florida Building Code, start with the statewide hub.

Which office issues a Pasco County roofing permit

Unincorporated Pasco and some city lots go to the county. Work inside New Port Richey city limits goes to the city. A New Port Richey ZIP code is not enough — confirm the parcel before you apply.

Pasco County Building Construction Services

Pasco County Building Construction Services (BCS) is the county permitting authority. Applications, fees, and inspection requests for the county service area run through the PascoGateway portal. You can also look up issued records there: Search Applications under the Building tab, or Search Permit Records under the Permits tab — older files often sit on the Permits side.

Unless the permit says otherwise, it stays valid for six months from the issue date and six months from the last passed inspection. The applicant schedules inspections in PascoGateway.

City of New Port Richey

Inside city limits, the Building Division of the Development Department reviews, permits, and inspects construction, including new and replacement roofs. Applications and inspection requests go through the city’s Citizen Access Portal. The city also accepts roof inspections by photo and video uploaded to that portal.

Not every property with a New Port Richey ZIP is inside city limits. The city tells you to check the Pasco County Property Appraiser before you call Development.

Other incorporated cities

Dade City, Zephyrhills, Port Richey, San Antonio, and St. Leo may run their own permitting. Confirm with the city that has jurisdiction over the lot — do not assume county BCS or New Port Richey is the office.

How the county service area handles a reroof

The notes below apply where Pasco County BCS is the building official. New Port Richey and any other self-permitting city set their own portal and inspection steps.

County applications are online only through PascoGateway, under the Building tab. Register first; the county publishes a step-by-step guide and a Residential Roofing Permit package. That package asks for Florida product approval numbers and manufacturer installation specifications, with signed and sealed plans when the work is structural or a tile roof goes on a building that did not have tile.

Schedule inspections in PascoGateway and pull results there. If the online system is down, the inspections page tells you to call the inspection line instead.

Public Pasco permit records and RoofLead IQ

RoofLead IQ currently tracks 54,045 Pasco roofing permits. 20,783 of those addresses meet the 13+ years language we use on the main site (as of October 8, 2026). Issued permits are public record; addresses are permit-verified before they reach a contractor.

Pasco leads are valid for Hillsborough contractors. Those crews already work across the county line.
